Until I came to edit this I was 100% sure that the dude with the anvil was Rack (as shown here) but now I can't find a single canon source to back me up. So if Spinister is in this issue of More than Meets the Eye, then the similar looking robot back on Cybertron is Spinster, his twin brother. Which would explain why everyone gets their names mixed up/mis-pronounced.

For my money, I'd pick Vos as secret agent 113. Something about his secret language schtick that seems a little off. But there is also an outside chance the turbofox Helex has on a chain could be our mystery agent. It could be Steeljaw in disguise.
