This character has no official visual representation in any Transformers product or media... yet, at least.
Monstructor is the co-founder of DBN (Decepticon Broadcasting Network, presumably) along with Esmeral.

Shattered Glass
When Punch went undercover to report about the latest episode of "Decepticon troublemaking", Monstructor and Esmeral made him an offer to join their network. Punch accepted because Monstructor was a better, nicer chief than ABN's Countdown by far. Around Cybertron #8
