No Decepticon who desires a long combat career chooses to be re-engineered as K-Class. K-Cons are outright kamikaze - re-engineered to transform into powerful bombs with tightly-integrated explosive warheads to match, they have a short life expectancy once they jump from their launch point and auto-transform into bomb mode, detonating on impact.
Consequently, while some K-class are simply super-enthusiastic Decepticons willing to give their life for the cause, conscription of prisoners into K-Squads is not unheard-of, recruiting prisoners languishing in Decepticon penal colonies such as Styx.
