Garrus-1 is a maximum security prison facility on Luna 2, one of Cybertron's moons. The first of its kind, it started the naming scheme that would eventually be used for the more famous Garrus-9. It's not somewhere you want to end up: the staff doesn't just turn a blind eye to violence between inmates, they encourage it.

Chaos Theory Part 2 Whirl, whose crime of beating an arrested Megatron led to Pax's actions in the first place, wasn't so lucky and was locked up in Garrus-1 to suffer frequent beatings by supporters of Megatron and his Decepticon movement.
