The Robo-Smasher was a machine built by Megatron in the Generation 1 cartoon continuity. It had the ability to permanently reprogram a Transformer as a Decepticon.
Fiction
The Robo-Smasher was in operation for an unknown length of time in Cybertron's ancient past, before the launch of the Ark. Optimus claims that the device was used to "swell the ranks of the Decepticons", which implies that a significant portion of the Decepticon forces at one time may have been "recruited" through its use. The only specific Transformers it is known to have converted are the Constructicons (except for Load Hauler). It was eventually destroyed by Omega Supreme, shortly after converting the Constructicons, while trying to reprogram him.
Like all of Megatron's other brilliant inventions, the Robo-Smasher was apparently never rebuilt.
It does not appear to have ever smashed anything.
Properties and commentary

The Robo-Smasher is larger than an average Transformer and has six legs and five tentacles. The three central tentacles are tipped with a device which appears to be some sort of laser scalpel, and the side tentacles are tipped with spiked balls. The side tentacles are used to ensnare and immobilize a victim, and then the central tentacles cut open the Transformer to perform the reprogramming.
The programming job done by the Robo-Smasher is apparently very pervasive, if not completely irreversible. Omega Supreme attempted to undo the Smasher's work on the Constructicons, but was unable to do so. Optimus Prime remarked that Megatron's reprogramming jobs are always permanent. However, in a later encounter with the Constructicons once the Transformers were on Earth, the Autobots were able to override Devastator's "evil" programming through the use of dominator disks. These disks did not function on the individual Constructicons, but, it is unknown whether they were meant to. It may be that the Autobots didn't even try to activate the disks until the Constructicons had merged.

In the larger canonical view, taking into account material from Beast Wars, the Robo-Smasher appears to create Decepticon shell programs within the minds of the Transformers it attacks. It seems to be a very fast operation, requiring only a few seconds of work once access to the Transformers' circuitry is achieved.
