The Legislators are massive sword-wielding 'bots who can combine into a shuttlecraft, shoot fire from their mouths. They appear to speak only in Tyrest Accord clause numbers, such as "19 (80) 4" and "17 (20) 1".

Skids awoke, amnesiac, to find himself aboard a mode-locked shuttlecraft flying over a planet. As the shuttle began to transform, Skids - trusting his instincts - reset the mode lock, pointed the shuttle at the planet's surface, and bailed out.
The explosive crash of the shuttle killed one of its three component bots. The two survivors transformed into their massive robot forms and, toting swords and repeating the phrase "Nineteen eighty-four", advanced relentlessly to attack Skids.
