The hyper-galactic tranceiver is a Nebulan communications dish affixed to the Grax Communications Facility that can communicate with faraway worlds.

Marvel Comics continuity

After finding the coordinates of Cybertron from the Autobots they desired off Nebulos, Zarak and Krunk sent a signal to Cybertron, hoping to establish communications. The Decepticons received the signal and took the opportunity to travel to a planet they could plunder and destroy the Autobots. Broken Glass!
