For two million years the Council had kept Rung, the so-called "Useless One", at The Cog, where One-of-Twelve tortured him every day while the scientist Quark tried to solve the mystery of what his alternate mode actually was. However it was Sweep who ultimately worked it out while cleaning Rung's cell, and One-of-Twelve declared him alt mode exalted as a reward. Subsequently, Sweep was ordered back to work, though he would be "appropriately venerated" from now on. Predestination: An Expert's Guide
