The World Energy Chip "itemizes the world's energy supplies". As it retains information when unplugged, presumably it is some sort of solid state technology. It is normally integrated into Teletraan I and also somehow controls the power supply to Autobot headquarters.

Megatron stole the human-built robot Nightbird and assigned her the mission of infiltrating Autobot HQ and stealing the World Energy Chip. She was able to sneak into the base and unplug the chip; however, this action plunged the base into darkness, alerting the Autobots. It wasn't until after Optimus Prime had led a team in pursuit that Ratchet and Ironhide discovered that the chip was missing.
