Rodion is a city-state on Cybertron, and sounds similar to another place called Rydion. It's apparently close to the Dead End and waterways run through it.

IDW Generation 1 continuity

Before the war, Orion Pax was a captain in the Rodion Police; Springarm, Wheelarch, and Whirl served under him. Rung was a citizen there, and Megatron and Impactor worked in its mines. The Deltaran Medical Facility was located near to or within Rodion.

Megatron and Impactor would be drinking in Maccadam's New Oil House when two military cadets began to abuse Rung; Impactor explained to them how this was wrong (i.e. he beat them half to death). Megatron would be wrongly arrested for this and beaten by Whirl, who had been friends with the cadets and wanted to put the "nobody" in his place, but Orion Pax discovered that Megatron was innocent and had him released. Chaos Theory Part 1

Whirl was arrested for his behavior, leading to some of his other friends coming to Rodion and trying to threaten Orion Pax into releasing him. Orion refused, recognized them as Sentinel's goons, and realized that the Senate was really as corrupt as Megatron had believed. To take his mind off it, he personally went out and arrested pretty much every criminal in the Dead End. After his second outing, however, Orion returned to find the Rodion police station wrecked and his co-workers killed by Whirl's friends. He beat them down and left to confront the Senate and their corruption in person, but his speech was ignored, and he was returned to Rodion to do his job. Chaos Theory Part 2

Time-travellers from the Lost Light would arrive in Rodion, accidentally becoming part of history when they intercepted the other Senate goons who had been sent. Stet

During the Clampdown, Ratchet ran a free clinic on the quiet in Rodion's Dead End. An Intimate Beheading Those same time-travellers showed up in this same time (but first) and Cyclonus was shaken by the sight of pre-war Cybertron in all its splendour. Stet

Ratchet managed to save the life of a young junkie called Drift, after the lad had been worked over by two thugs. Post Hoc Orion Pax used his police station as a headquarters while he and some others plotted to steal a bomb implanted in Nominus Prime's corpse.
