The USSR/Russia/Carbomya does not approve of these plans. Megatron aims to use this conflict to initiate a new, global war that will leave humans in a weakened position when the Decepticons choose to take action. To accomplish this, he turns himself into a gun, has a facsimilie "fire" him at a Russian oil pipeline, then used a cloaked Blitzwing to take potshots at Russian & Brasnyan forces (who thought the others were firing) to instigate a conflict.
