This character has no official visual representation in any Transformers product or media... yet, at least.
High Councilor Halogen is a member of the Autobot High Council.

Sprocket regularly talked to High Councilor Halogen at the Stealth Team's base in Detrona, or so he appeared to believe. In reality Halogen was far away with the rest of the council in Iacon. Rumbler pointing this minor detail out repeatedly did not deter Sprocket one bit. A Team Effort
