The United States military Project Damocles was an initiative to create a network of satellites in orbit around Earth, which would be able to target any location on the planet with lasers.

After Silas was merged with the Decepticon Breakdown, he retrieved the Damocles satellite from the military facility in which it was stored, and used it as a bargaining chip to join the Decepticons. Soundwave was sent to the Colorado facility where the satellite control codes were stored, and managed to use the satellite to target the attacking Autobots.
