Chuckles is a human from the G.I. Joe portion of the Generation 1 continuity family.

Philip M. Provost, better known as Chuckles, is a member of G.I. Joe and one of the best undercover agents out there. His friendly and charismatic demeanor lets him gain the trust of practically anyone, and allows him to effortlessly infiltrate the ranks of Cobra or other villains. On the other hand, not even the Joes are quite sure if that's his true personality, or just another layer of his cover...

Chuckles can usually be seen dressed in a ridiculous Hawaiian shirt.
