Carpessa is a neutral city on Cybertron.

Carpessa was home to more than fourteen hundred neutrals, until Prowl and Mesothulas's Decepti-Bomb took it off the map. This was called a Decepticon war crime, and every survivor enlisted with the Autobot army. Sins of the Wreckers #3

Carpessa was captured by the Resistance during the Grand Uprising. Safe Spaces It was later overrun by Vehicons, and the K-Class Dangar destroyed the city in a suicidal bombing run. Derailment
