Lucifer is a Cobra-aligned human from the G.I. Joe portion of the Generation 1 continuity family.

In Primax 1185.04 Alpha, Dr. Lucifer and Dr. Arkeville, given a vast budget and no ethical guidelines produced weapon after weapon for Cobra to use against the Decepticons. Ask Vector Prime, 2015/06/13

Dr. Lucifer was a Cobra-aligned scientist seen in G.I. Joe: A Real American Hero episode "Cobra's Creatures". The version seen in Ask Vector Prime hails from the Cobra-controlled Earth seen in the two-part episode, "Worlds Without End".
