Bozo is a failed Autobot from the Robo-Capers portion of the Generation 1 continuity family.

Eager to do his bit for the Autobot cause, Bozo transforms into a Sinclair C5.

Bozo was removed from active duty because his alt-mode was considered too comical for combat. Robo-Capers issue 88

The Sinclair C5 was widely ridiculed upon release in the United Kingdom because the notion of a small, environmentally-friendly personal transport was about twenty years ahead of its time. While a plethora of such vehicles now exist with much wider success, its unusual design, short range, and lack of weather protection still leave it as one of the most bizarrely designed single-passenger vehicles ever made. In particular, the recumbent position the rider sits in makes steering awkward and imprecise, not least of which is due to the handlebars being under the rider's legs.
