- Percy is a Cobra-aligned human from the G.I. Joe vs. the Transformers portion of the Generation 1 continuity family.
Percy is a Cobra Viper, the lowest entry-level position within the Cobra ranks. He was recruited at a time when Cobra Commander was, how shall we say...hard up for personnel, and frankly, it shows.
Percy isn't bad at his job per se; he can fire a gun, and he operates quite effectively within his comfort zone of killing, maiming, and making things 'splode. But outside of his comfort zone (say, transported to an alien planet or time traveling with the fate of the world on his shoulders), Percy crumbles. He starts to hyperventilate, suffers from panic attacks, and bangs his head against the wall just to make it all go away.
He's hilarious, unless he's a part of your team, allegedly helping you save the world from a timestream holocaust.
