Does anyone think that this is supposed to be the same character as "George Landisburg" from the G.I. Joe episode "Lights! Camera! Cobra!" and the Inhumanoids episode "Primal Passions"? I haven't seen images from Inhumanoids (only the scripts, which is where I got the spelling) and the G.I. Kind of a weird question

Does anyone think that this is supposed to be the same character as "George Landisburg" from the G.I. Joe episode "Lights! Camera! Cobra!" and the Inhumanoids episode "Primal Passions"? I haven't seen images from Inhumanoids (only the scripts, which is where I got the spelling) and the G.I.
