Wheelarch is a member of the Rodion police force and brothers with Springarm and Valve. While he works together with Springarm on the force, he doesn't seem to idolize their captain, Orion Pax, as much as him.

Springarm gushed a bit over how great Orion Pax was and how it finally felt like the police were making a difference, while Wheelarch thought he sounded lame. They both shut up once it turned out the reason they missed all the crime was because Orion had already arrested everyone. Shortly after Orion had left on another patrol, Kroma and two other thugs with connections to the Senate attacked the police station to rescue their "friend" Whirl, killing Wheelarch and Springarm. - He turns into a Cybertronian motorbike. James Roberts has said that Transformers with that alternate mode were pushed into the police force in pre-war, functionist Cybertron;[1] beside Springarm, we see two more policebots with this body-type in "Stet".
