I don't think Megatron didn't hid Devastator in the San Francisco bay area. Right after the Autobots freed themselves from the Giant Bomb Shell Thing, we see Devastator smash a US navy sub in the Pacific ocean. Dreamwave Devastator
I don't think Megatron didn't hid Devastator in the San Francisco bay area. Right after the Autobots freed themselves from the Giant Bomb Shell Thing, we see Devastator smash a US navy sub in the Pacific ocean (52 miles west of the US shoreline).
