San Francisco Bay is a large estuary in California on the west coast of the United States of America. The city of San Francisco, naturally, is nearby. Sometimes the Decepticons use it as a base of operations.

The inventor Tobias Muldoon chose San Francisco Bay as the perfect location to demonstrate his prototype "sub-marine" the S.S. Vicuna to Mark Twain and Jules Verne. Sadly, the Vicuna developed a fault and sank to the bottom of the bay where it came to rest upon what appeared to be a stasis pod containing the Decepticon Skywarp. Hearts of Steel #1
Later, Shockwave took Muldoon to the Decepticons' base beneath San Francisco Bay where he explained the concept of currency to Starscream and Octane. Once the Insecticons had stolen enough gold and cash to pay for the construction of a new base, Muldoon and the Decepticons relocated to a secret location in the desert. Hearts of Steel #2
