Blackrock tells the AWreckers that the former owners of Argus Base were an "ultra-secret" covert team who "went up against your lot [Transformers] way back when". While not explicitly named, this and the large eagle-head sigil on the conference desk seems to implicitly identify the team as [[G.I. Joe]], who gained a similar avian symbol with 2009's Rise of Cobra series and did indeed fight the Transformers during Marvel's run.

Argus Base is an old military fortification that a small group of humans led by G.B. Blackrock reside in, forming a small resistance against Megatron's tyranny.

Fiction

Regeneration One

After Megatron reactivated the Ark and conquered Earth with an army of deceased Autobots and Decepticons, a small group of humans led by G.B. Blackrock took refuge in Argus Base. It was there that the comatose Spike Witwicky was revived as Circuit Smasher. When the Wreckers arrived on Earth, and stumbled across Spike Witwicky and some other humans, Spike took them back to Argus Base, where they met with Blackrock and formed a plan to shut down the Ark and taking down Megatron. Loose Ends, Part 3

Notes

Blackrock tells the Wreckers that the former owners of Argus Base were an "ultra-secret" covert team who "went up against your lot [Transformers] way back when". While not explicitly named, this and the large eagle-head sigil on the conference desk seems to implicitly identify the team as G.I. Joe, who gained a similar avian symbol with 2009's Rise of Cobra series and did indeed fight the Transformers during Marvel's run.
