In return for providing intelligence and protection from the Decepticons, the United States grant the Autobots safe haven. As NEST became more multinational, the terms of the agreement spread to its members. Under the agreement, information is to be shared fully and equally with both sides.

When Theodore Galloway aired some complaints he had with the Autobots, one of the problems was that while the Autobots gave NEST intelligence, they did not give them access to advanced weaponry. Optimus Prime countered that he was well aware of humanity's history of warfare, and that such an act would do more harm than good. Revenge of the Fallen

The act still stood two years later, however when Sentinel Prime betrayed the Autobots by sending a Decepticon army into Washington DC and threatened Earth, the United States decided to exile the Autobots from Earth, thus ending the treaty. Dark of the Moon
