Cloudcover is a Decepticon Seeker from the Generation 2 portion of the Generation 1 continuity family.
With a taste of your lips, I'm on a ride

Emerging from Cybertron's Toxic Sludge Swamps, Cloudcover unleashes a storm of toxic destruction! Along with the rest of Toxitron's team of radioactive warriors, Cloudcover is a toxic... crusader, if you will.[1]

A hand-painted mock-up of the original Ramjet in "cloud camo" deco was known to exist for years. Whether it was ever meant to be taken into production and whether it was meant to be Ramjet or a new character remains unknown. It was originally offered for sale in October of 2000 from Whiz Bang Collectibles, along with other items seemingly from a former Hasbro employee's collection.[2]
Possibly, "cloud camo Ramjet" would have been paired for release alongside "jungle camo Starscream", paralleling Ramjet and Starscream as well as the also-scrapped Sandstorm and Blackout.
