General Order 66 was a contengency placed into the code of the Vehicon Horde by Eject. The order prevents the assimilated from spreading above 66 degrees of latitude of Cybertron's surface, where Iacon and thus the Builder Assembly was located.
Fiction
Beast Wars: Uprising
To keep somewhat of a grip on the Vehicon virus, Eject had its creator, Galva Convoy, place General Order 66 into the viruses CNA sequencing. The few Resistance cells in Cybertron's polar caps proved to be more than the Builders could handle, prompting the Builder Assembly to vote to rescind General Order 66. Despite Eject's warnings that it could wipe out the entire protoformer population and after some "encouraging" of Knock Out the vote totaled 11 to 16. Once the order was no longer in place droves of Vehicons swarmed to Iacon like Antdroids, ignoring any Resistance fighters they came across. Galva Convoy would use his now completely free troops to backstab the Assembly and fully kick off the Vehicon Apocalypse.Derailment
