The three-member Predacon Council is in charge of the Predacons. Their identities are unknown to most Predacons, who can only speculate about their masters.

The Predacon Council sent Megatron to find and take control of the monolithic Autobot warrior Fortress Maximus. Surprise Attack! Megatron refused to return to face the Council without having first destroyed the Autobots. Mystery of the Ultra Magnus
