High Council trooper

The High Council Troopers are Decepticon controlled troops Autobots from the Robots in Disguise portion of the Aligned continuity family.

We're basically the new army of Steves.

When you're trying to rule an entire planet and don't necessarily have the intentions of not being a dictator, you'll need someone to patrol your streets and deal with the enemies you'll no doubt make. The Autobot High Council's High Council Troopers can always be counted on to do that job right. Patrolling the streets and the skies of Cybertron, these "law enforcers" ensure the Council's agenda succeeds without opposition Cybertron stays peaceful. If they or their facial recognition scans pick up on "enemies of Cybertron", they'll be in hot pursuit, imprisoning any enemy they come upon.

Immense in numbers and differing in body type and ability, no threat can escape their grasp.

An army of High Council Troopers were patrolling Kaon Plaza when they came upon some "civilians" driving through. Upon spotting a Dinobot, one of the troopers ran a facial recognition scan, identifying the drivers as "enemies of Cybertron". Despite the group's best efforts to escape pursuit, they were surrounded, on all sides, by High Council Troopers. Enemy of My Enemy They didn't buy Bumblebee's claims that they were innocent civilians, but were soon relieved of their duty anyway when Dropforge and his men showed up to take the prisoners away instead.
