Nicholas works for America's super-spy organization S.H.I.E.L.D. with his pal Dum-Dum. He also smokes and probably has poor depth perception.

When the Transformers cause their first ruckus upon waking up in 1984, Nicholas hopes it isn't "that big green, fire-snortin' lizard" again.

It doesn't appear that the two ever actually looked into what was going on in Oregon at all. Or if they did, they sure didn't do anything about it.
