Nicholas is the head of America's super-spy organization S.H.I.E.L.D. and shows up in the comic with his pal Dum Dum. He smokes cigars and wears an eyepatch due to a war injury.
When the Transformers cause their first ruckus upon waking up in 1984, Nicholas hopes it isn't "that big green, fire-snortin' lizard" again.
It doesn't appear that the two ever actually looked into what was going on in Oregon at all. Or if they did, they sure didn't do anything about it.
