Black Turtle is a Beastformer in the Generation 1 continuity family.
WAR FORK!

Black Turtle is one of the many Beastformers who joined the insurgent army under Alligatoron raised by Galvatron in order to aid his Decepticons in conquering the formerly-peaceful planet Beest. His role in the Decepticon-allied Beastformer forces is amphibious infantry. When his arms and legs are drawn in, he can withstand even a missile attack. However, being a turtle he is slow on land.

Black Turtle gives the appearance of being a placid individual, but he is actually a cruel person! In particular, he likes to pick on fellow soldier Badshark. Black Turtle holds the rank of Emperor of Halas Island, where he was born, under King Bonga... who fights on the opposite side in the war. Okay then.
