Peacemaker is an upbeat, almost contagiously positive Nebulan police officer. He keeps trying to cheer up his Autobot partner Pointblank to little result. Pointblank doesn't feel the Autobots should have involved the Nebulans in the war to begin with, and so disapproves of his partner and his advice on principle.
