The Autobot Ministry of Science worked on various projects. During the Great War, they created a weapon of mass destruction as a last card against the Decepticons. That resulted in Project Omega / Omega Supreme. Centuries later, the Ministry was tasked in doing the seemingly impossible: create Autobots that can fly from two refinery bots. Not only was the project successful, the two Autobots were spontaneously able to merge into one, and were inducted into the Elite Guard in recorded time.
