- Theodore Galloway is an orange ball of hate in the Revenge of the Fallen portion of the live-action film series.

Director Theodore Galloway[1] knows he isn't the smartest, strongest or bravest like the men and women of NEST. He's a bureaucrat, and a damn good one. And if he can't be fighting on the front lines, then by gum he's going to do everything in his power to make sure that the ones who are have all the support they deserve.
Galloway is the kind of bureaucrat every soldier prays for, possessing the steadfast character to represent their interests, to go to bat for them and if necessary, lay his job (and neck) on the line.
Yessir, that's exactly what Shattered Glass Galloway would be like.

Revenge of the Fallen

Director Galloway is the National Security Advisor to the President of the United States.

Director Galloway doesn't appear in the Autobot campaign. On the Decepticon side he is targeted for capture by Soundwave, who reports he has valuable information. Starscream personally hunts him down, destroying his Autobot and military escorts. Upon his capture, he makes amusing little threats which (surprisingly) fail to impress Starscream as he fights off a rescue attempt.
Starscream later notes they received some rather useful information from Galloway. If the way they were trying to receive info from Sam in the movie is any indication, this doesn't bode well for the fleshy's survival.
