Colonel Horiuchi contacted the Earth-bound Autobots on an open broadcast, revealing that Skywatch knew their location. Claiming that his views differed from those of Skywatch command, he requested a meeting with the Autobot leader; he offered knowledge of his insubordination as a sign of his good intentions.

Bumblebee duly met with Horiuchi in the desert, where the colonel offered a deal; if the Autobots agreed to hunt down any remaining Decepticons, then Horiuchi would make sure Skywatch ceased their attempts to capture the Autobots. Bumblebee agreed, and Horiuchi gave him and the others badges that would mark them as friendlies to Skywatch forces.

Although the alliance initially went well, Horiuchi then asked the Autobots to capture others of their own kind, beginning with Blurr. When Cliffjumper refused, the colonel revealed that the badges could also electrocute and immobilise those that wore them. The Hanging Sword
