The Weather Observatory Moon Base is a human-run base on, surprise, the Moon. Presumably it's involved in observing and predicting weather patterns on Earth.

When Overlord headed to the Moon to meet with BlackZarak, the first thing he did was attack the moonbase. Will the Bomber Project Be Destroyed!?
