The Kaon upperclass consists of Transformer civilians from the Generation 1 continuity family.
This is pretty much the whole role and purpose of the Kaon upperclass in Megatron Origin: be jerks and get killed for it about four panels later.

Before the days of war, Kaon was a city-state where constitutional rights were wealth's doormat. While those of lower status struggled to make ends meet, the upperclass of Kaon enjoyed life to its most luxurious and then some. Many of its members held a position in the Senate, through which it was ensured that their life style could be maintained, even if at the cost of the rest of the population.

Fiction

IDW comics continuity

Senator Decimus travelled to Mining Outpost C-12 to "subtly" notify the workers they were all fired because it would earn him and his pals more profit if they automated the facility. When one of the miners protested, Decimus ordered security to kill him. This brought the others to attack the senator and his guards, but they didn't have weaponry their foe possessed and were arrested. The miners were put on a ship to penal facility H-3, but escaped shortly before arrival. To cover their getaway, they attacked Decimus's ship just enough that Kaon's priority would be to save the senator instead of hunting them. Megatron Origin #1 Despite this obvious failure (let alone the complete disregard for anything resembling morality), Decimus was brought back as a hero among his peers. In a grand ceremony, Decimus was given a statue, a tribute to his outstanding dedication to Kaon and its inhabitants. However, as Decimus was giving his "thank you"-speech, members of the rebellion instigated by the escaped miners attacked the ceremony and abducted its guest of honor.

Decimus was saved by the Autobot forces before the rebels could execute him, Megatron Origin #3 though this turned out to be their leader's, Megatron's, plan all along. Pretending to possess valuable information, Starscream gained an audience with the Senate. With Soundwave preventing the Senate from calling in the guards, Starscream slaughtered them all. By plan, he then left to free every single prisoner in the complex to have them united in one grand scale assault on Kaon. Presumably, only a few of the Kaon upperclass were able to survive the onslaught. Megatron Origin #4
