The Freelance Police Legion is the exclusive law enforcement body of Axiom Nexus's Offworlder government. Because of Axiom Nexus's confusing parallel but distinct TransTech and Offworlder governing bodies, a separate agency was necessary to work alongside the Axiom Nexus Security Administration, who answered to the native TransTech government. The Freelance Police Legion is chartered to patrol the Offworlder regions alongside Security Admin personnel, and have authority that extends beyond the TransTech government, particularly in the lower levels like Zone 8 and the Heap (mostly because the TransTechs can't be bothered with those slums).
Fiction
During his acclimation tour for Jackpot and Hubcap, Scattorshot mentioned that "only a token police force" existed below Zone 3 (and hence, below the TransTech government's general notice). His polite description seemed to indicate the police were at best corrupt, and at worst little more than another gang the further down you went.
Inspector Airazor occupied a unique position as a member of the Freelance Police Legion AND the Axiom Nexus Security Administration. Commander Cheetor appreciated her status, and occasionally asked her to liasion with the FPL's commandant when he needed favors. Gone Too Far
