The magnetic dysfunction ray was developed by King Nergill of Sub-Atlantica for use against Transformers. It envelopes its target in a glowing field of energy, paralysing them by glitching their control interfaces.

Nergill tested his magnetic dysfunction ray on Wheeljack, effectively immobilising the Autobot. Starscream demanded he hand over the ray, and got a taste of it as well, though as Nergill observed, it wasn't nearly as effective at silencing the Decepticon. Spike Witwicky and Bumblebee were able to restore Wheeljack a short time later, by resetting his control interfaces.
