A laser scalpel is a Transformer surgical tool. It emits a variable laser beam that can be adjusted to cut or heat materials.
It's also great for roasting wieners.

Ratchet was fitted with a laser scalpel, which he could deploy into his palm or retract into his inner wrist. While it could be used offensively if needed, it was not powerful enough to even scratch Megatron's armor. Perhaps Decepticon surgeons start with a can opener? Warrior School!
In vehicle mode, Ratchet's laser scalpel was screwed to the wall of his rear compartment. Unfortunately, the screws were not tamper-proof. Funeral for a Friend!

Animated shorts

In the short "Operating Table", one of the tools that Ratchet has Sari hand him is identified as a laser scalpel, albeit looking like the wheel-sword weapon that came with Prowl's samurai armor upgrade.
The weapon itself would actually be called by that name in Transformers Animated: The AllSpark Almanac, quite possibly meaning that Prowl uses surgical tools to fight. Funny, that.
