Telus, Rotorbolt, and their unnamed buddy are Empties, surviving hand-to-mouth in the slums of Dead End. They are in poor physical condition, and almost certainly unable to transform.
Fiction
Marvel Comics continuity
Telus, Rotorbolt and their friend fled from the Decepticon Ferak, who was hunting Empties so they could be recycled into raw materials. The unnamed friend stumbled, which saved his life when Ferak took out Telus and Rotorbolt.
Blaster subsequently destroyed Ferak and saved the surviving Empty, who was very thankful. Blaster, however, didn't care to hear his words of thanks. He only wanted the Empty to crawl back in the hole he came from so he wouldn't have to waste time saving his rusty hide again. The Smelting Pool!
IDW Comics continuity
A generic resembling Telus and Rotorbolt's buddy was hanging out in an unspecified, downtrodden area of Cybertron, under concealed observation by Bumper and Fastback as part of the Panorama anti-Gladiatorial security sweep. He was checking on another generic resembling his fellow Empty Wheezel, who appeared to be off-line. Megatron Origin issue 2
