Too bad it's part of a plot by the Decepticons to hold humans hostage with the Destructor Button.

Marvel Books Generation 1 storybooks
Mayor Thomas Anderson broke ground for the Freedom Sports Arena, an event that was reported in the newspaper. Soon after, the Constructicons worked on its construction. In their alternate modes, they were not recognized as Decepticons by Buster and Jazz, who had come to visit the site.
The Arena was not used in the Decepticon plot, as the Autobots soon discovered the true purpose of the Global Building Corporation's buildings. Battle for Earth
