Some time after Unicron was destroyed, the Quintessons convinced the Decepticons that they had the Decepticon Matrix and would give it to them in exchange for helping them invade Cybertron. Of course, they didn't, because there's no such thing.
Dreamwave Comics
There is a persistent ancient myth that the Decepticons have their own matrix.[1]
