The Alien/Autobot Cooperation Act<ref>Revenge of the Fallen novel</ref> is a secret agreement made by the United States and the Autobots. In return for providing intelligence and protection from the Decepticons, the United States grant the Autobots safe haven. As NEST became more multinational, the terms of the agreement spread to its members. Under the agreement, information is to be shared fully and equally with both sides.

The United States might have left out a relevant detail or two, though.

When Theodore Galloway aired some complaints he had with the Autobots, one of the problems was that while the Autobots gave NEST intelligence, they did not give them access to advanced weaponry.
