- The Code of Interplanetary Conflict is a treaty from the IDW portion of the Generation 1 continuity family.
In the war between the Autobots and the Decepticons, each faction shares one common goal: total destruction of the other. Only one side was genuinely interested in negotiation, and that time has long passed. But there are rules in war, and the Code of Interplanetary Conflict governs this one.
The rules set down by the Code are not limited to Cybertronians, but apply to other spacefaring races as well.

After Ratchet rescued Verity, Hunter and Jimmy from the Battlechargers and Thundercracker, he was reprimanded by Prowl who claimed his actions were in violation of sections six, eleven, fifteen and twenty-two of the Code. Infiltration issue 2
One of the major tenets of the Code of Interplanetary Conflict is the Non-Interaction Accord. It states that Cybertronian technology must not be shared with other races. Ultra Magnus, an enforcer of the Tyrest Accord, says that Scorponok was particularly bad with this particular tenet of the code, willingly supplying front organizations run by other species with Cybertronian technology and allowing their own innovations to go from there. After Sixshot managed to shoot down the Ark-19, Optimus Prime set the ship to self-destruct after evacuating the crew and transferring data to the Ark-32, in compliance with the Code of Interplanetary Conflict. Bear in mind, he's upholding a treaty with Megatron even after the latter just sent Sixshot to kill him. When Optimus Prime makes a promise, he keeps it. Devastation issue 2
Once the Galactic Council annexed Theophany under section six of the Code of Interplanetary Conflict, Ultra Magnus used his extensive knowledge about the treaty's various sections and sub-sections to convince them the Autobots were indeed allowed to visit the planet.
