Flattop, Outback, Pipes, Tailgate and Subsea all were cadets at the academy. In days past, it was tradition for Autobots-to-be to undergo a "trial by fire" in the Underworld, a lower level of Cybertron infested with dangerous creatures. That tradition ended around the time the Ark was launched, but Flattop persuaded Tailgate and Subsea to join him in resurrecting it.
