The Functionaries are the enforcers of the Functionist Council's laws.
Fiction
IDW Generation 1 continuity
After Brainstorm created a new timeline by travelling four million years into the past, the Functionist Council were the sole rulers of Cybertron. Upon his return to the planet after two million years of service in the Primal Vanguard, Minimus Ambus was questioned by a Functionary who demanded to see his alt mode and who forcibly examined his transformation cog.
