- K'gard is an alien from the IDW continuity portion of the Generation 1 continuity family.

Captain K'gard of The Benign Intervention is a loyal enforcer of the Galactic Council; its peacekeeping wing, to be specific. He's knowledgeable about the Code of Interplanetary Conflict, but not nearly as knowledgeable as Ultra Magnus.
He wears a hat that some would call stupid.
Fiction
IDW Generation 1 continuity
Captain K'gard, or another of his species with the same hat, was one of the associates of Chief Justice Tyrest questioned by Skids and Getaway during their hunt for Tyrest. Arm the Lonely
Captain K'gard made contact with the crew of the Lost Light in orbit over Theophany, informing them that they were trespassing on Council territory. After a brief bureaucratic battle with Ultra Magnus, he was forced to concede access to the planet, but on the conditions that they had one hour to visit, and that he chose who went. Simultaneously, he teleported Ultra Magnus aboard his ship and offered him membership into the Galactic Council.
Shortly afterwards, the Benign Intervention was struck by a laser from Theophany. Furious at the supposed deception, K'gard teleported Ultra Magnus back onto the Lost Light and sent an army down to the planet to destroy the Cybertronians on its surface. The Benign Intervention also sealed the Lost Light in an incineration shell with the intent to burn it and everybody on board. Despite his best efforts, however, they all managed to escape.
