Prowl, as a member of the Intelligence Directorate, works hand-in-hand with Starscream. After an amazingly spotless career as a lowly Intelligence Director, Prowl was placed by Optimus Prime with Starscream in order to keep the opportunistic bureaucrat in check. After Shockwave and Megatron proposed to Ratbat that a lethal experimentation be performed on a recent "being of interest" that was a source of both potential great secrets and danger, Ratbat brought up the matter to Prowl, Optimus Prime, Starscream, and Cheetor. Prowl tried to speak up about what the Intelligence Committee guidelines clearly stated, but Optimus Prime cut him off. Transcendent: Part 4
