The Decepticon Registration Act was put in place by Senator Proteus as a response to the rapid growth of the Decepticon movement just before the war, and came with a promise that if 10,000 Decepticons willingly registered themselves under the Act the Senate would recognize them as a formal political party. It failed to get off the ground as most Decepticons didn't trust their intentions and instead began protesting against the D.R.A., calling it an arbitrary method of recognizing them that only served as a distraction. This was unfortunate for the Senate, who had been planning on brainwashing all those who registered into docile members of society, causing Proteus to hatch a nefarious plan to boost the Decepticons' trust in the Senate in order to gather more registrants.
